AMERICANS, JUST SAY 'NO' to ANY MEMBER OF CONGRESS

I just have a silly question.  Knowing what we know about the power paradigm that exists in congress, the power paradigm required to GET to congress, the lobby, the foreign bankers, the land investment priorities, the pressures from giant special interest groups, Rovian schools of propaganda, corrupted political party structures, etc, WHY would any person: 

  1. Believe they could 'run' for congress, get there, and be any different than those who are already there? (And still be alive).   
2.   Even consider putting anyone who is already there, into the job as President of the US?
 
Doesn’t it make more sense, to change the paradigms, the house rules, lobby, campaign finance, etc, clean up the occupational milieu, clean out the dirt, start over, BEFORE someone who is clean, goes there... and someone who has never been there, to be the President?  You know, like a teacher from Puerto Rico, maybe... :-0    you get my meaning?
 
Why do people in America believe they have powers, yet behave as though they are totally powerless as evidenced by simply accepting the status quo of the political dirty paradigm? ?
